What a common man understands about police reforms,is three or four things;first,a police officer should not be transferred frequently without any justifiable reason.Second,no complainant should be denied from registering a FIR.Third,a thick line of political interference or influence of powerful persons should not be drawn anywhere in the whole process, starting from registering a FIR and taking the culprit to the court.Fourth,the tradition of police officers serving political bosses should not be followed at any cost.The aforementioned four points make an introduction for elaborating the whole theory of police reforms,but,Who will explain to the people about the importance of motivation among police personnels? Who will explain to the people about the sufferings of police personnel caused by the lack of basic amenities like poor housing,negligible incentives,existence of old weaponry system in the time of modern security environment,exploitation on the part of senior police officers,working with traditional and conventional tools to control the rising crime graph in the state? Who will explain to the people about the condition of poor infrastructure of police stations? Who will explain to the people about the necessity of minor things,which in an overall perspective will have a deterrent effect on a police personnel adopting unfair means or offer bribe to fulfill his needs? Who will explain to the people the thinking of a police personnel towards a common man? Who will explain to the people about the need of structural reforms,behavioural reforms,ethical reforms in police organization? Without emphasizing on these issues,the theory of police reforms would not be able perform a result oriented experiment,which is beneficial for the whole society.But,again a million dollar question arises,that,Who will take the first step?

The issue of police reforms always remains on the backstage, promoting the rude and stubborn face of political drama in the show and this drama ends with a message saying that,we(political class) will continue to interfere at every level of your(police department) effort and the buck doesn’t stops on our desks.

The time has come now,when a Chief Minister need to think about adding an item of police reforms in the list of their issues served in his/her breakfast.

If State Police doesn’t have the capability and capacity to prevent terrorist attacks or subverting terrorism,then it will be the nightmare scenario for those agencies operating in a centralized command,without having a better coordination among state security institutions.

What kind of a training we are giving to our police forces?What kind of curriculum we are providing them to study?Would we be able to meet the challenges of Terrorism thorugh the establishment of NIA and NCTC? Are we looking at the sky by establishing these national centres and forgetting to work on the ground? Are we inviting the terrorists to buy and develop new technology rather then providing it to our security forces? If this kind of environment continues to be prevail in our country,then,I belive,one day,the issue of police reforms would override  all the issues among people of our country.

The problem of unwanted political intrusion in the principles of policing,for fulfilling the political desire,has been festering the issue of police reforms for a long time.

Dispise the idea of accepting the theory of police reforms clearly reveals an error in the welfare policy of the government.

Police Reforms is not only an item in the list of reforms,but it is one of the most important pillars of good governance.Police reforms will act as a shadow under which the concept of good governance could successfully implement it’s theory of transforming an ordinary state to a state with an extraordinary performance.

The state government should feel remorseful for what it had done to an institution of police and compensate the loss in the form of incorporating police reforms in its system of governance.

Initiating a move towards implementation of police reforms, would create a platform for state to earn political goodwill.

District Police Chiefs alongwith their subordinates should make an extraordinary efforts to communicate with school children.School children could act as an important pillar of building trust and restoring credibility of police organization,which will take a crucial turn on the path of implementing police reforms in the state.

Government is converting a short book of Police Reforms into an epic by adding unwanted pages, containing political paragraphs which includes the sentences of political misbehaviour towards police rules and manuals and further adding the words of political misdeeds causing a harm to the image of police organization.

The vaccination programme of political class affects the police organization most.The political drug injected into the vessels (ethnicity and morality) of police department and make it completely paralysed and then the exploitation of a common man’s interest starts and it becomes a cause of the failure of securing the motto of police organization.

Women in India are showing extraordinary courage and enthusiasm by utilizing their skills and leadership qualities in the form of Self Help Groups.Self Help Groups are enhancing the social standing of women and providing them an opportunity to present themselves as an important part of the Union Budget.

The Honour of an IPS Officer gets hurt when people show distrust on him.If the Glory of an IPS Officer is fading,it means he is getting biased towards political interests.The Respect of an IPS Officer becomes disrespect when he fails to bridge the gap between police and people and when he starts acting like a dictator for his subordinates.
