When administrators try to reach out to the villagers,then Maoists have a problem,if administrators don’t reach out to the villagers then they have an excuse of becoming a maoist.In the overall scenario,Maoists are the bosses and they will do what they want? This is bullshit,how long would we act as a helpless state? Today,India has only one buz word and that is consensus,everywhere there is lack of consensus and amidst of which security personnels are losing their lives,administrators are becoming hostages,development has become the synonym of slowdown.Why the Indian state is acting as a soft state in dealing with maoists? Enough is enough,now the time has come to act and stringent action must be taken against Maoists.Central government should provide the elite force in dealing with the Maoists like NSG,who are well trained in tackling with these kind of situations.

Rising cases of abusing and killing of girl child is a matter of shame for the Indian society.Are we living in the dark ages,where we are acting as a worshippers of social evil? How can our society permit a person to kill a baby girl? Is this not an act of cowardness for a person to kill a baby girl,or by killing a baby girl,a person feels that he is the God of this society?

Increasing incidents of road rage and drunken driving is not a mature sign of India's young population.I am unable to understand, what these youngsters trying to prove by killing somebody on the minor issue of argument? Either,access to luxury resources making them arrogant or they have no fear of law.At this juncture,parents and police,both will have to take effective measures for preventing these kind of incidents,because our nation needs disciplined,responsible and sensible youngsters.

Sacrifice and Service for the nation should become the God of Worship for youngsters.

What a common man understands about police reforms,is three or four things;first,a police officer should not be transferred frequently without any justifiable reason.Second,no complainant should be denied from registering a FIR.Third,a thick line of political interference or influence of powerful persons should not be drawn anywhere in the whole process, starting from registering a FIR and taking the culprit to the court.Fourth,the tradition of police officers serving political bosses should not be followed at any cost.The aforementioned four points make an introduction for elaborating the whole theory of police reforms,but,Who will explain to the people about the importance of motivation among police personnels? Who will explain to the people about the sufferings of police personnel caused by the lack of basic amenities like poor housing,negligible incentives,existence of old weaponry system in the time of modern security environment,exploitation on the part of senior police officers,working with traditional and conventional tools to control the rising crime graph in the state? Who will explain to the people about the condition of poor infrastructure of police stations? Who will explain to the people about the necessity of minor things,which in an overall perspective will have a deterrent effect on a police personnel adopting unfair means or offer bribe to fulfill his needs? Who will explain to the people the thinking of a police personnel towards a common man? Who will explain to the people about the need of structural reforms,behavioural reforms,ethical reforms in police organization? Without emphasizing on these issues,the theory of police reforms would not be able perform a result oriented experiment,which is beneficial for the whole society.But,again a million dollar question arises,that,Who will take the first step?

The issue of police reforms always remains on the backstage, promoting the rude and stubborn face of political drama in the show and this drama ends with a message saying that,we(political class) will continue to interfere at every level of your(police department) effort and the buck doesn’t stops on our desks.

The time has come now,when a Chief Minister need to think about adding an item of police reforms in the list of their issues served in his/her breakfast.

If State Police doesn’t have the capability and capacity to prevent terrorist attacks or subverting terrorism,then it will be the nightmare scenario for those agencies operating in a centralized command,without having a better coordination among state security institutions.

What kind of a training we are giving to our police forces?What kind of curriculum we are providing them to study?Would we be able to meet the challenges of Terrorism thorugh the establishment of NIA and NCTC? Are we looking at the sky by establishing these national centres and forgetting to work on the ground? Are we inviting the terrorists to buy and develop new technology rather then providing it to our security forces? If this kind of environment continues to be prevail in our country,then,I belive,one day,the issue of police reforms would override  all the issues among people of our country.

The problem of unwanted political intrusion in the principles of policing,for fulfilling the political desire,has been festering the issue of police reforms for a long time.

Dispise the idea of accepting the theory of police reforms clearly reveals an error in the welfare policy of the government.

Police Reforms is not only an item in the list of reforms,but it is one of the most important pillars of good governance.Police reforms will act as a shadow under which the concept of good governance could successfully implement it’s theory of transforming an ordinary state to a state with an extraordinary performance.

The state government should feel remorseful for what it had done to an institution of police and compensate the loss in the form of incorporating police reforms in its system of governance.

Initiating a move towards implementation of police reforms, would create a platform for state to earn political goodwill.

District Police Chiefs alongwith their subordinates should make an extraordinary efforts to communicate with school children.School children could act as an important pillar of building trust and restoring credibility of police organization,which will take a crucial turn on the path of implementing police reforms in the state.

Government is converting a short book of Police Reforms into an epic by adding unwanted pages, containing political paragraphs which includes the sentences of political misbehaviour towards police rules and manuals and further adding the words of political misdeeds causing a harm to the image of police organization.

The vaccination programme of political class affects the police organization most.The political drug injected into the vessels (ethnicity and morality) of police department and make it completely paralysed and then the exploitation of a common man’s interest starts and it becomes a cause of the failure of securing the motto of police organization.

Women in India are showing extraordinary courage and enthusiasm by utilizing their skills and leadership qualities in the form of Self Help Groups.Self Help Groups are enhancing the social standing of women and providing them an opportunity to present themselves as an important part of the Union Budget.

The Honour of an IPS Officer gets hurt when people show distrust on him.If the Glory of an IPS Officer is fading,it means he is getting biased towards political interests.The Respect of an IPS Officer becomes disrespect when he fails to bridge the gap between police and people and when he starts acting like a dictator for his subordinates. The Integrity of an IPS Officer shouldn’t go to sleep when he decide to serve his political bosses.

The political make-up of an issue of police reforms is obliterating the footprints of good work performed by few police officers in the state.

The implementation of police reforms will act like a divorce between police and politics,because the Senior IPS Officers who are making a mockery of Ethical Principles of Police and its Values,would not be able to get political patronage for luscious postings and acting like a dictator on the behalf of political rulers,and on the other side,political masters would not be able to use police as a doormat in their homes.

The real culprits behind the character assassination of police can only be seen with the eyes of police reforms.

The State Government must look inside the soul of the issue of police reforms to extract the best and unmatched institutional theory of police for promoting police integrity.

Beat Constable acts like a key to unlock all the doors containing intelligence information,but it is shameful,that the state government has made him sick and weakest instrument of state policing.

Family must act as an arena of moral and ethical education for children.Principles and techniques of implementing various tools of subject education must be provided by teachers in a comprehensive format.But, today the bond of belonging among the members of the family is weakning due to which the fabric that holds moral and ethical education together is being shredded.

The road on which the issue of police reforms covered a long distance has always been damaged by the kind of commuters who not only violated the traffic rules in the form of violating the ideal principles of policing,but they have put the kind of light poles on both sides of the road,which are the symbols of politicisation of police and the road signs are showing a wicked and bleak pictures of the police organization.

Police Reforms  is a passion of creating inspiring stories with a vision of documenting the real path of honour and integrity.

Police Reforms is like a dream to achieve that goal,which broadens the baseline on which the whole concept of principles and ethics of police department stand.

Police reforms is a thought of developing moral and ethical leadership in the police force.

Uttar Pradesh Government,in the last five years,turned the police into a double-edged sword.One edge tapers to a sharp tip,which does harm and act only against innocent common man and causing injuries to image and principles of police,like fake encounters,torture killings,human rights violations,while the other end is blunt,which can’t do any harm to criminal politicians or act against them and unfortunately most of the IPS Officers are acting like a sheath of a sword.

Like Defense Strategy at the national level,every state government should make a well-organised,comprehensive,well approached,mission objective,”Strategic plan for the Police Force”,and technology will play a pivotal role in defining the broad contours of this strategic plan.For the sake of the national interest,Police should not be left behind the ambitions of achieving political goals which are self motivated.

Police headquarters in any state should not only act on what government wants them to act,but it(police headquarters) should go beyond political stature and try to incorporate the basic idea behind the relevance and legitimacy of an issue of police reforms.I think,the state governments use police department as a missile defence shield to save itself from the attacks of being irresponsible,unsensitive,morally impure and all other accusations which it faces on day to day basis.
