I think,a District Police Development Fund(DPDF) should be created to give financial autonomy to District Police Chief,to decide in what manner and way,police stations should be developed in order to meet the challenges of modern time?But,a body similar to CAG should be established at the State level to monitor the funds allocated for the purpose of an overall development of police stations.

Uttar Pradesh Government should set up an Institute of Police Technology and Management and merge the existing Police Training College with the new one,to provide a suitable platform for developing the skills among police personnels keeping in view the needs and aspirations of next generation.

Police has become like a luggage van of railway train,which is carrying criminal political stuff from one station to another and unfortunately,only political class is entitled to make an entry in these kind of stations.Police Reforms is the only kind of ticket that can be used to make people entitled to enter the railway station and to know what is being carried out behind the curtains.

Yesterday,I have heard many persons talking about the relevance and importance of bringing police reforms,in the debate organised on what can be the structure of Lokpal? It could be perhaps the foundation stone of a large building needed to build in order to make people understand the stature and strength of police reforms.

Lucknow police has chosen a technological means to establish the relation of friendship with lucknowites.I do agree that,this means would be somewhat become a cause to bridge the gap between police and people,but how long this friendship would exist? Registering a FIR and addressing the grievances of people is the primary responsibility of police.Will lucknow police be able to understand the fundamentals of principles and values on which the relationship of friendship and mutual trust exists?

Politics-Police Partnership has been the model of developing political infrastructure for many years,as a result of which the distribution of public service developed too many loopholes and delivery of quality and impartial justice has become the matter of special reference.

The people of this country will have to launch an influential and effective campaign for bringing police reforms.Workshops,seminars,awareness camps should be held in every district of the country.We will have to deliver a very clear message to the government that people of this country can no longer accept the police administration in it’s current form.Indian polity must realize that it can’t use the principles  and values of the theory of establishment of this institution(police),as a curtain to hide the matter of incompetence,unwillingness,inefficiency and failure about bringing a revolutionary change in the soul of the Indian Police System.

Police Administration should develop a Joint Interaction Programme with people on regular basis,keeping police station at the core element of this programme and empowering beat constables would be a essential component of that programme.Police Reforms should be a subject of proud,dignity and honour for the state government and it should be brought with great respect for aam aadmi and wrong perception should not be built among the members of civil society towards a policeman.

Why Chief Ministers take the security cover of NSG Commandos,when they have state police commandos present for the same task? This is because,Chief Ministers themselves don’t have trust and belief on the competence of state police personnels,but same police personnels are provided for the security of an aam aadmi,what an irony it is? 

Culture of institutional integrity should become one of the chapters of police literature.

Police Reforms is not the matter of repairing the engine of police organization,but it should be taken as a whole new idea of reinventing the model of policing and giving it a new look to connect with the traffic of social sector and to make it able to drive confidently on the road of trust and belief built on the aspirations and expectations of common man.

New Police Headquarters,is it a symbol or glory of Uttar Pradesh Police?

Uttar Pradesh Government has announced the establishment of New Police Headquarters at Lucknow and it will be called Green Building.It is a landmark decision taken by the government,but I would like to ask the state government,that,why don’t it establish Green Police Stations?Why the police stations are being treated as a step child by the state government?Why don’t it establish Yoga and Meditation Center for police personnels?Why don’t it establish a good,inspiring and motivational library for police personnels?Why don’t it revonate the barracks of police personnels,which are in disastrous condition today?Why don’t it modernize the police vehicles in the state among which some of them are running on the mercy of bribery? 

Police Reforms is like a triangle in which government,civil society and media are acting as the three vertices and it’s perpendicular is Indian Polity,which has attenuated the whole concept and system of ideal policing in this country.

Police Administration should make comprehensive policy of community policing to win the mind and hearts of the people.

To remain one step ahead of the terrorists,Inter-state police coordination must be increased by keeping aside bruised egos.

Politics of Police

Uttar Pradesh Police needs an immediate disaster relief.By disaster,I mean,the charges of criminal conspiracy,murder,fake encounters,robbery,rape,which are being framed on Uttar Pradesh Police personnels almost everyday.Why there has always been a severe crisis of police leadership in the state? Why the Chief Minister has not been able to keep her promise of eradicating the ambience of fear,mistrust between police and people? Would the policy of increasing the cadre strength of IPS Officer in the state alone be able to bring police reforms in the organization? How long will the government use police as an instrument of betrayal and fulfilling vested interests? Uttar Pradesh Police is going through a very turbulent situation.The model of policing in Uttar Pradesh is not which is needed at the present time.As a top cop of police administration,the buck stops with DGP and he should take the lead without caring for his continuation of tenure as DGP and without caring for political cake,which he used to eat during his whole tenure of DGP,but that doesn’t lessen the duty and responsibility of Chief Minister of bringing the era of police reforms in the state.Uttar Pradesh Police can no longer keep the faith and belief of people in it’s present form.It must be renovated and reformed.I would urge the Chief Minister,to not make this police force as a decorative item of a political event,where aam aadmi is dying for justice and political representatives is busy in buying police stations,which is not palatable to anyone.Brutality,inhumane behaviour,fake encounters,robbery,violation of the provisions of Police Regulation Act are forte of Uttar Pradesh Police.Uttar Pradesh Government should immediately stop playing the politics of law and order and revive the bad condition of police.DPCs,DIGs,IGs should keep aside their bruised egos and take strict action against criminals,not only by giving orders,but keep visiting several places in the district to know the ground realities.

The reputation of Uttar Pradesh Police lies in tatters.Increasing the cadre strength can’t be a sole aspect of refurbishing the image of police.Uttar Pradesh Police has become a political arm of government to achieve the criminal ends by using unfair means.

Police Engineering Core

Why don’t the state governments constitute ,”Police Engineering Core” as a special unit for disaster response,apart from PAC.It will serve two purposes of the government: first,this special unit will reach the spot on time after any disaster and second,it would help bridge the gap between police and people.

Principle of Quick Response Team(QRT) has too many flaws.

In Uttar Pradesh Police,a lot of experiments have been done in the last four years and all were failed,whether it was Thana Diwas,Replacement of SSP/SPs with the DIGs in 8 mahanagars,creation of Uttar Pradesh Police NCR Zone and so forth.In Uttar Pradesh,every district police have QRTs,for delievering quick response to any criminal incident or any other mishappening.But,in Uttar Pradesh,the decision of establishing Quick Response Team was taken without any plan or strategy.Definition of QRT,reveals that,when any criminal incident takes place at any place in district,then a quick response will be made by a special team of district police,but in Uttar Pradesh,response of QRT is muted.Policemen of QRTs have not been given special training to make quick response according to the need of the hour,they are engaged in daily work of police station due to which they get tired and at the time of duty,they take rest under the shadow of the tree or in QRT jeep,they are not equipped with proper tools and instruments to make quick response.I give you an example;two years earlier,when marriage season was going on,a marriage party was organized in a guest house located opposite to my home. Suddenly,two groups clashed with each other.When I saw the scene,then I suddenly made a call to Control Room and i had informed the policeman about the situation.I had called the Control Room at 10:10 pm and QRT of police came at 10:50 pm and unfortunately,till that time,a compromise was made between those groups.So,I have witnessed the result of mismanagement,because the area in which I live comes under a police station which is located far from my house.Some months ago,Lucknow Police included new QRT gypsy,which is looking like a QRT of modern police force,but the policemen who are responsible for making quick response are the same.They are trained to respond in the same way as they did in other incidents.I am sad,that state government is not taking any principle of police management seriously.With the changing environment of security scenario in the district,QRTs must be equipped with latest and modern technological equipments like GPS,policemen should be given special training for making quick response.Government should provide them better incentives,take care of their health,provide them modern weapons,increase the number of policemen and QRTs,give them proper training regarding the management of response time in an appropriate way, and the most important thing,treat them as the members of QRT.Quick Response Teams are the backbone of Uttar Pradesh Police and I would urge the state government to not make them paralysed.State Government should not make QRT only as a symbol of better policing.

Our expectations from a policeman has become our cynicism.

We expect from a policeman to save ours life,but we are not ready to launch dialogue with him.We expect from a policeman to behave in a humane way,but we are not ready to understand the way in which they are behaved by high-ranking police officials.We generally make allegations on constable,and lower rank police officials,because they are entrusted with the job of filing an FIR,but we do not know the reality in which high-ranking officials behave with these policemen.We read in the newspaper that a SHO of that police station got failed in crime test conducted by SSP/SP of a district,but have we ever thought that what would be the result of crime test given by SSP/SP of a district? Our police organization has become a very complex structure,which is not able to resolve it’s internal issues,and government is promising to deliver justice on time.Uttar Pradesh Government should understand the pathetic condition of police in the state and take some intelligent and bold steps.Serious statements can never be a substitute for action.

Uttar Pradesh Government needs to set up a “Police Infrastructure Fund”,for the overall development of police infrastructure in the state.

Beat Constable acts like a key to unlock all the doors containing intelligence information,but it is shameful,that the state government has made him sick and weakest instrument of state policing.

Uttar Pradesh Police stands at a very interesting crossroads.On the one hand,crime graph has been elevated to a new height, including the largest number of fake encounters done by any police force in India,on the other,few policemen are showing their honesty and friendly behaviour,which is not displayed in media and public domain at large.At this juncture,state government need to set up an ”Institute of Police Ethics and Management.”

Today,my sister has saved half a bucket of rain water.

Coalition Dharma has caused corruption in the country,weaknesses in the system became strength of the terrorists,Intelligence Shared with Delhi Police,but no preventive measures has been taken and ironically Delhi Police reports to Home Ministry directly,CCTVs could not have been installed because of bureaucratic red tape.Another case has been added in the list of NIA,which could not have been succeeded in achieving it’s objective and lack of coordination became a hurdle in saving lives of innocent citizens.Home Minister has only one statement to say,”We live in most troubled neighbourhood.”

Prime Minister has said that,”Terrorists are taking advantages of weaknesses in our system.” I would like to say to Prime Minister,that your innocent face,your impeccable integrity,your soft lessons are not working and how can you say that,we will win the war against terrorism.Is this the way,you are fighting with terrorism? Is the matter of Internal Security,a joke to you? Had you formed a team of dedicated,committed,honest intellectuals to win the war against terror? Mr.Prime Minister,common man is suffering and please do not repeat again,that his government is working for aam aadmi.

What kind of purpose,government want to achieve by becoming a soft power? Is the symbol of soft power,more important than the happiness of a citizen in saying that our government is accountable to us and it will not adopt any leniency in fight against terror? How can we proud of being a IT Hub,when we have a lack of sophisticated technology in cracking down the terrorist network?
